Homicide investigators have arrested Phou Phiouphanh, male, age 47, for Murder. He was booked into the Potter County Jail.

On Saturday, August 19, 2023, at approximately 4:59AM, Officers were called to the 5900 block of NE 9th on a person down in the roadway. When officers arrived they located Isaac Shay Morris, male, age 39, deceased on scene. Due to his injuries, the Homicide Unit was called and is currently investigating. The Homicide Unit is requesting that if anyone has any information about this incident, please call the Amarillo Police Department.
