Incident Summary
 
On Sunday, August 20, 2023, at approximately 10:43 p.m., officers from the Petaluma Police Department were dispatched to the 100 block of Post Street on report of a collision involving two vehicles, one of which was parked and unoccupied.  The reporting party advised Dispatch that the involved driver was fleeing the scene at a slow speed, in the involved blue sedan, with parts falling off into the street.  
 
Officers arrived in the area and followed a gouge mark in the roadway from the scene of the collision to where the suspect vehicle was located on Douglas Street. Upon locating the vehicle, Officers found it was occupied by one subject, later identified as Rafael Lopez-Perez.  
 
Upon contact, Lopez-Perez had objective signs of alcohol intoxication and showed impairment while performing field sobriety tests.  At the conclusion of a DUI investigation, the investigating officer determined Lopez-Perez was operating the vehicle while under the influence of alcohol and placed him under arrest. It was later learned that Lopez-Perez had a blood alcohol content over 2 times the legal limit. Lopez-Perez was transported to the Sonoma County Jail where he was booked on the listed charges.   
 
The Petaluma Police Department has been committed to increasing traffic safety, especially reducing the number of alcohol-related collisions. Petaluma Police advise motorist to plan ahead if you’re going to go out and drink alcohol, designate a sober driver or share a ride.  Drivers caught driving impaired and charged with a first-time DUI face an average of $13,500 in fines and penalties, as well as a suspended license.
