* WHERE...Portions of northeast New Jersey, including the following counties, Bergen, Essex, Hudson, Passaic and Union. Portions of southeast New York, including the following county, Richmond (Staten Island).

* WHEN...Until 900 AM EDT.

* IMPACTS...Minor flooding in low-lying, urban and poor drainage areas is occurring or is imminent. Rapid rises in small streams and creeks is possible as well.

* ADDITIONAL DETAILS... - At 558 AM EDT, Doppler radar indicated heavy rain due to thunderstorms. Rainfall rates of 1 to locally 1 1/2 inches per hour are likely. - Rainfall rates up to 1 to 1 1/2 inches per hour are likely. - Some locations that will experience flooding include...
