Incident: Possession of a Stolen Vehicle and DUI Arrest

Suspect: Tammy Miniaci-Pheifer, 52-year-old San Rafael Resident
On Sunday, September 10, 2023, at approximately 4:26 PM, the Petaluma Police Dispatch Center received a 911 call from an observant citizen, who reported a possible drunk driver at Jack In The Box, located at 837 East Washington Street in Petaluma. The citizen reported the associated vehicle was a White work truck with the name of a company printed on the door.
Petaluma Police officers responded to the area and located Tammy Miniaci-Pheifer with the reported vehicle. During the initial investigation, officers learned that Miniaci-Pheifer was not the registered owner of the vehicle and was unable to provide a sensible explanation of why she was driving the vehicle.
Officers contacted the company which owned the vehicle. The owner of the company did not know Miniaci-Pheifer and told officers she did not have permission to drive the vehicle. Further investigation revealed that Miniaci-Pheifer had stolen the vehicle in the city of Novato sometime prior to being called in as a drunk driver in Petaluma.
While officers were conducting the stolen vehicle investigation, they observed Miniaci-Pheifer displaying objective signs of intoxication. Through a DUI investigation, officers determined that she was under the influence of a combination of alcohol and drugs.
Miniaci-Pheifer placed under arrest and was later booked at the Sonoma County Jail for Possession of a Stolen Vehicle, Driving Under the Influence of Alcohol, and Driving Under the Influence of a Combination of Alcohol and Drugs.
The stolen vehicle was recovered by officers and returned to the victim.
The Petaluma Police Department would like to thank the observant citizen in the area that reported the suspicious activity they were observing, which ultimately led to the arrest of Miniaci-Pheifer and the recovery of the victim’s stolen vehicle.
