Whittier Man Boating Under the Influence Collides with Moored Vessel at the Colorado River

INCIDENT: H&N 655(B) - Boating Under the Influence with Non Injury Boating Collision
LOCATION: Colorado River Near Emerald Cove
SUSPECT(S): Robert Pena, 22-years-old, Resident of Whittier, CA
VICTIM(S): State of California
SUMMARY: On September 16, 2023, at approximately 4:30 p.m., Colorado River Station Marine Enforcement deputies responded to a report of a boating collision on the Colorado River near the area of Emerald Cove. Robert Pena was operating a personal watercraft (PWC) northbound along the beach area of Emerald Cove when he collided with a moored vessel on the beach. Pena suffered no injuries during the collision.
Through investigation, it was determined Pena was operating the vessel while under the influence of alcohol during the time of the collision. Pena was in violation of Harbor and Navigations code 655(b); No person shall operate any vessel or manipulate water skis, an aquaplane, or a similar device while under the influence of an alcoholic beverage, any drug, or under the combined influence of an alcoholic beverage and any drug. Pena was arrested on scene, issued a citation, and later released with a future court date.
