INCIDENT: Nocturnal Wonderland EDM Festival
LOCATION: Glen Helen Amphitheater and Regional Park
SUMMARY: During the weekend of September 15th thru September 18th, 2023, the Glen Helen Amphitheater and Regional Park hosted this year’s Nocturnal Wonderland Electronic Dance Music Festival. This annual event was attended by over 80,000 visitors over the course of the event. Since 1995, Nocturnal Wonderland has evolved into a four-day camping event and a two-day music festival featuring three stages with a variety of music genres and various attractions, including interactive art installations, neon-clad performers, and camping activities. As one of the only camping festivals in Southern California, Nocturnal is differentiated by the permeation of old school rave culture throughout the community.
The San Bernardino County Sheriff’s Department is contracted by Live Nation to provide law enforcement services during all shows and events at the Glen Helen Amphitheater. During the weekend, deputies conducted the following enforcement activities and investigations: Battery, Domestic Battery, Grand Theft, Trespassing, Assault & Battery, Sexual Battery, Sexual Assault, Public Intoxication, Possession of a Controlled Substance, and Attempted Rape. There were a total of five arrests made and 11 reports taken during the event.
In addition, onsite medical services evaluated 927 patients, and later transported six people to local hospitals for further treatment due to a variety of medical concerns. Two individuals were transported to local hospitals due to possible narcotics overdose.
On September 27, 2016, the Board of Supervisors approved the formation of an Electronic Dance Music (EDM) Taskforce. The purpose of this group was to develop recommendations for enforceable health and safety measures required for events and all other concerts held on County Property. Additionally, the EDM Taskforce was to seek input from the community, and to consider changes to future EDM events and all other concerts to address community concerns. The EDM Taskforce includes representatives from the following organizations:
