Arrest Made in Connection with Public Masturbation Incident at Harbor View Park
San Mateo, CA – On September 26, 2023, at 12:18 p.m., officers from the San Mateo Police Department were dispatched to Harbor View Park, located at 1725 Monte Diablo Avenue, following a report of public masturbation acts. The response by our officers resulted in the arrest of a suspect involved in this incident.
Upon arriving at the scene, officers learned that a concerned citizen had observed the suspect, Julian Gallardo Vasquez, seated in his vehicle while engaged in these acts. The resident was particularly alarmed and offended by these actions, as they took place in close proximity to a children's playground within the park.
The victim, who had been walking to her vehicle at the park when she noticed Vasquez, left the scene before the arrival of the police. Officers immediately initiated an area check for the suspect's vehicle while maintaining communication with the victim via telephone.
At approximately 1:09 p.m., officers successfully located the suspect vehicle parked near the North Shoreview Montessori School, located at 1301 Cypress Avenue. Vasquez was promptly contacted and detained for further investigation.
During a subsequent in-field identification procedure, the victim positively identified Vasquez as the individual involved in the public masturbation incident. She also signed a citizen's arrest form, officially charging Vasquez with his actions.
Vasquez was placed under arrest and transported to the San Mateo Police Department for processing. Subsequent interviews with Vasquez, conducted with the assistance of detectives, revealed that he had engaged in masturbation at the park on this occasion due to personal urges and a lack of privacy at home.
Further investigation unveiled a previous similar incident associated with Vasquez's vehicle at the Hillsdale Shopping Center where the suspect had been observed masturbating inside his vehicle and departed before police arrival.
Julian Gallardo Vasquez has been transported and booked into the San Mateo County Jail on relevant charges.
