INCIDENT: Felony Domestic Violence, Felon in Possession of a Firearm, Felon in Possession of Ammunition
LOCATION: 18000 block of Valley Boulevard, unincorporated Bloomington
3000 block of Otto Street, Muscoy
VICTIM: Adult Female
SUSPECT: Luis Beltran, a 30-year-old male from San Bernardino
SUMMARY: On Monday, August 28, 2023, at about 11:02 a.m., deputies responded to a domestic disturbance in the 18000 block of Valley Boulevard in unincorporated Bloomington. Deputies determined the victim and Beltran were formerly in a romantic relationship. Beltran struck her in the head resulting in injury, drug her into another room and broke her phone when she tried to call 911 for help. The assault was interrupted by a witness. During the violent assault, Beltran was armed with a handgun.
Through investigation, deputies determined Beltran was already being prosecuted for a domestic violence offense involving the same victim and was a convicted felon. Additionally, deputies determined Beltran possessed a rifle. An arrest warrant was obtained for Beltran and the Specialized Enforcement Division (SED) took over efforts to locate and arrest Beltran.
On Thursday, October 5, 2023, Beltran was arrested for the above incident. Fontana Station and SED personnel served a search warrant at a residence in the 3000 block of Otto Street in Muscoy. During the service of the warrant, ammunition was located at the residence.
