INFORMATION REGARDING BEING RESTRICTED FROM PURCHASE OF ALCOHOL

The Aleut Community of Saint Paul Island (ACSPI) and the City of Saint Paul (CSP) are working together to address safety concerns with customers that arise from the use or abuse of alcohol sold by the ACSPI.
 
It is a privilege, not a right, to purchase alcohol from the ACSPI, and the ACSPI may revoke that privilege for welfare or safety concerns for the individual, other individuals, or for the community as a whole.
 
Individuals twenty-one (21) years of age and older may be restricted from the purchase of alcohol from the ACSPI for, but not limited to, any of the following reasons:

  • Ordered by any court of law
  • Active St. Paul Island Tribal Court case or State of Alaska Court case
  • Active tribal or state Child Protection case
  • Referrals from outside agencies, including: VPSOs, health providers, teachers, etc.
  • Referrals from concerned citizens, families
  • Customer/owners participating in ACSPI programs/services
  • Violation of tavern or bulk sale policies 
  • Purchasing or providing alcohol to an individual on the list 
Individuals in the community that engage in violence towards others, family neglect, and other disruptive and harmful behaviors, especially if they are repeated by the same individuals, may result in being restricted from the purchase of alcohol from ACSPI. This action is done to prevent situations potentially escalating which could result in individuals going to jail or becoming injured or child neglect. 
 
The ACSPI will follow a tiered restriction structure when restricting individuals from the purchase of alcohol. This tiered structure will be as follows:
  • First Restriction:  30 days restriction from purchase of alcohol
  • Second Restriction:  60 days restriction from purchase of alcohol
  • Third Restriction:  90 days restriction from purchase of alcohol
  • Fourth Restriction: 6 months restriction from purchase of alcohol
  • Fifth Restriction: 1 year restriction from purchase of alcohol
  • More than Six Restrictions:  Indefinite restriction from purchase of alcohol 
These restrictions do not preclude any court from implementing and enforcing any other alcohol restrictions for an individual.
 
Individuals will be notified that they are on the “No Sale List” by letter from the ACSPI.
