Incident Summary
 
On Monday, October 23, 2023, at approximately 5:52 PM, Petaluma Police officers were dispatched to the 100 Block of Payran Street for an assault which had occurred approximately 30 minutes prior.
 
Officers arrived on scene and learned the following information. The victim had walked to an elementary school in the area to pick up her 4- and 6-year-old grandchildren. As they were walking home, they crossed the street in the crosswalk at intersection of Payran Street and Madison Street. When they were approximately one quarter of the way through the crosswalk, a vehicle driven by Carlos Barreda, a food delivery driver, proceeded through the intersection without yielding to the victim and her grandchildren. As Barreda drove past the victim, she observed that he was on his cell phone and likely did not see them as a result.
 
As the victim and her grandchildren continued to walk home, just after the incident in the crosswalk, the victim observed Barreda pull over just ahead of them on Payran Street. As they continued to walk, she observed Barreda remove a pizza from his vehicle and deliver it to a residence on Payran Street. As the victim walked past Barreda’s vehicle, she took a photo of his license plate just as he was returning to his vehicle. The victim asked Barreda if he had seen her and her grandchildren in the crosswalk. Barreda then made a derogatory statement to the victim and without notice threw the victim to the ground in the presence of her grandchildren. Barreda then fled the scene in his vehicle.
 
When Barreda threw the victim to the ground, her face struck the sidewalk causing her to sustain visible injuries to her face, knee, and hand. Just prior to Barreda assaulting the victim, she was able to also take a photo of him, as her phone was still out from taking a photo of his vehicle.
 
Two community members observed the assault on the victim and came to her aid. The community members were also able to provide statements of what they observed to the officers.
 
On Tuesday, October 24, 2023, officers assigned to the Petaluma Police Department Community Impact Response Team (CIRT) took over this investigation to locate and arrest Barreda. CIRT Officer’s obtained an arrest warrant for Barreda for charges of Felony Assault with force likely to cause great bodily injury, Felony Assault on an elder adult, and Misdemeanor Child Endangerment.
 
On Friday, October 27, 2023, CIRT Officers contacted and arrested Barreda and in the lobby of the Petaluma Police Department. CIRT Officers interviewed Barreda and then transported him to the Sonoma County Jail and booked him in for the mentioned charges.
      
The Petaluma Police Department would like to thank the community members who came to the aid of the victim and assisted in this investigation. Their actions assisted officers in identifying Barreda, which ultimately led to his arrest.
