Detective Billie Brown with the McDowell County Sheriff’s Office charged 69-year-old Daniel Philbeck with 2 counts of felonious Statutory Sexual Offense with a Child by an Adult and 2 counts of felonious Indecent Liberties with a Child. Philbeck was issued a $1,200,000 secured bond.
On October 18th, Detectives with the McDowell County Sheriff’s Office received a report alleging Philbeck had sexually abused a child under the age of thirteen. Detective Billie Brown investigated the case with the help of Lily’s Place and subsequently charged Philbeck.
