Subject arrested for possessing child pornography

DATE/TIME: November 7th 2023
LOCATION: 1400 block of Kentfield, Redwood City

Media Information:
On November 7th at around 7 PM, members of the Redwood City Fire Department responded to an apartment on the 1400 block of Kentfield on the report of a subject having a medical issue.
 
Fire Department personnel attempted to contact the resident at the door but were unsuccessful. The apartment manager gave them access to the apartment. Once inside, they located Redwood City resident Richard Winkler (75) suffering from a serious but not life threatening medical issue in his bedroom. RCFD personnel also noticed that Winkler had an explicit image of a naked juvenile on the screen of his computer. Realizing it was possibly child pornography, they notified the Redwood City Police Department.
 
RCPD Officers responded to the location. They determined that Winkler was a Sex Registrant with a prior criminal history for sex crimes involving children. RCPD Detectives served a search warrant at Winkler’s residence and seized all of his electronic devices. Additional images of child pornography were found on those devices.
 
After being medically cleared, Winkler was booked into the San Mateo County Jail for possessing child pornography.
 
Here at the Redwood City Police Department, we appreciate our brothers and sisters in RCFD as well as all first responders. In this particular case, their keen observation skills lead to a sex offender being held accountable for his actions.
