Suspect Arrested After Surveillance Video Shows Him Making Purchase with Victim's Credit Card

LOCATION: 16000 block of Slate Drive, Chino Hills, CA 91709
SUSPECT(S): Joseph Fullen, 40-years-old, resident of Moreno Valley, Riverside, California.
VICTIM(S): Confidential
SUMMARY: On Wednesday, December 6, 2023, the victim, a Chino Hills resident, reported his vehicle was burglarized sometime overnight. Property was stolen from the vehicle and included identification card, credit card, and law enforcement related equipment.
Later that same day, an unauthorized charge was made against the victim's credit card at a Best Buy store in Riverside. The surveillance footage from Best Buy captured the unknown male, later identified as Joseph Fullen, and his vehicle, a 2016 Ford Flex that was registered to him.
Deputies Julio Vasconcelos and Zachary George continued with the investigation. Through investigative means, Vasconcelos confirmed Fullen was the male who made the unauthorized charge against the victim's stolen credit card.
On Saturday, December 9, 2023, Riverside County deputies assigned to the Moreno Valley Station arrested Fullen on a warrant related to this investigation. Most of the stolen property was recovered.
