On 12/09/2023, at approximately 6:06 AM, Thousand Oaks deputies responded to the area of Janss Road and Windsor Drive reference a subject disturbing. Several calls to Sheriff’s Dispatch advised there was a male running in the roadway and attempting to open doors of vehicles traveling in the area. An additional reporting party advised the male tried to open the door of his vehicle before jumping into the bed of his pick-up. All reporting parties were contacted and had left the scene prior to the collision. When deputies arrived on scene, a male subject was located unresponsive on the north sidewalk of the intersection of Janss Road and Windsor Drive. The male was later identified as Robert Paul Quiroz Jr. Ventura County Fire and medical professionals responded and attempted life saving measures. Unfortunately, Quiroz did not survive his injuries. Thousand Oaks Traffic Bureau investigators responded to the scene and located evidence that suggests Quiroz was struck by a vehicle near the intersection that fled the scene of the collision. The evidence suggests the vehicle was traveling westbound on Janss Road in the number two lane, collided with Quiroz near the intersection, fled westbound on Janss Road, and turned northbound onto Montgomery Road.
