INCIDENT:  2023-32592  Eluding

DATE & TIME OCCURRED:  11/15/23  at  11:42 PM

LOCATION OCCURRED:  Meadow Rd. and  Bearbrook Rd.

WHO: (ARRESTED, INJURED, DRIVER, VICTIM, OTHER)
Arrested: Richard A. Clarke
                Resident of Burlington, NJ

REPORTING OFFICER:  Ptl. D. Borup #5115

DETAILS:  While on patrol, Ptl. Borup observed a white Chevrolet sedan having difficulty staying within its lane of travel, driving over and beyond the lane markings several times. As the car turned onto Bearbrook Rd., Ptl. Borup activated his emergency lights to stop it. Instead of slowing down, the car sped up. Ptl. Borup caught up to the car and activated his siren to get the attention of the driver, but it kept going so Ptl. Borup disengaged from the car and turned off his emergency lights. The car then turned into The Mews apartment complex and hastily parked taking up two spaces. Ptl. Borup then observed the driver of the car running from it. Investigation determined that the driver was Richard Clarke and that he was staying in an apartment at The Mews. Officers went to the apartment, but Clarke was uncooperative, and talked to the officers through a slightly ajar door which he attempted to close on them. Having positively identified Clarke as the driver, and so as not to escalate the situation by forcibly arresting him, officers left, but impounded/towed his car. Clarke was charged with Eluding, and the next day when he came to police headquarters to ask about his impounded car, he was arrested. After processing he was committed to the Mercer County Correction Center.
