DOJ secures double life sentence in violent gun case
Defendant receives two life sentences plus 19 years

A Chester man has been sentenced for several convictions following a fatal domestic-related shooting. On December 15, Dashan Freeman, 41, was sentenced to two life terms plus 19 years in prison in New Castle County Superior Court for convictions of Burglary 1st Degree, Possession of a Firearm by a Person Prohibited, two counts of Murder 1st Degree, and three counts of Possession of a Firearm During the Commission of a Felony. This sentence follows an investigation into the fatal shooting of Vincent Flowers, 39, and the wounding of the defendant’s ex-girlfriend on June 25, 2020.

“This was a brutal, tragic murder that should remind us of the deadly overlap between guns and domestic violence,” said Attorney General Kathy Jennings. “Domestic violence is one of the leading precursors to shootings in Delaware, and our team is committed to helping prevent these killings — including through greater awareness of lethal violence protection orders. I am grateful to our prosecutors and the Wilmington Police Department, who worked tirelessly to secure justice for these victims, and hope that it brings some peace to their families.”

On June 25, 2020, Freeman, who was living in Wilmington at the time, entered his ex-girlfriend's home on East 13th Street in Wilmington. Suspecting his ex-girlfriend was with another romantic partner, Freeman pulled out a gun and went upstairs, shooting her once in the chest when he encountered her in the hallway. As she fled, Freeman followed her to the bedroom, where he shot Flowers five times, striking his neck, arm, leg, and back as he was begging for his life. Flowers died of his wounds shortly after. The second victim was treated at Christiana Hospital, where she recovered.

The sentence was secured by Deputy Attorneys General Cindy Hurlock and John Downs with the assistance of Paralegal Jaime Prater, Social Worker Stacey Murphy, Administrative Assistant Evelyn Davis, and Investigator Willie Santiago. The investigation was led by Det. Justin Kane of the Wilmington Police Department.
