Wilmington Police have arrested two men in connection with a May 25 shooting incident.
On May 25, 2023 at approximately 3:55 p.m., police responded to the 200 block of North Franklin Street in reference to a shooting incident that had occurred. Police located a 34-year-old male gunshot victim, who was transported to the hospital in critical condition.
The case was assigned to Detective Douglas Rivell of the Criminal Investigations Division, who, along with the assistance of Detectives Brendan Wham and Devon Jones, identified 24-year-old Nyair Small as a suspect. The case was presented to the New Castle County Grand Jury on November 6, 2023 and an indictment was returned for Small. On November 7, members of the Criminal Investigations Division and Crime Gun Intelligence Center took Small into custody without incident.
Additional efforts by Detectives Wham and Jones also led to the identification of 24-year-old Philip Harris-Randolph as an additional suspect. The case was presented to the New Castle County Grand Jury on December 18, 2023, and an indictment was returned. On December 21, he was taken into custody in New Jersey, and extradited to Delaware on January 2.
Small has been charged with the following offenses:
- Attempted Murder (First Degree) – Six Counts
- Possession of a Firearm During the Commission of a Felony – Six Counts
- Possession of a Firearm by a Person Prohibited
- Conspiracy (First Degree)
- Conspiracy (Second Degree)
- Receiving Stolen Property Over $1,500
Harris-Randolph has been charged with the following offenses:
- Attempted Murder (First Degree) – Six Counts
- Possession of a Firearm During the Commission of a Felony – Six Counts
- Conspiracy (First Degree)
- Conspiracy (Second Degree)
- Receiving Stolen Property Over $1,500
