SUBJECT:  Welfare Check Leads to Barricaded Subject

LOCATION: Allen Avenue in Ocean Township           
 
ACCUSED: Conor Dougherty 35 year old male of Ocean, NJ
 
NARRATIVE:   On January 7^th, 2024 at approximately 4:50 pm officers were dispatched to an apartment on Allen Avenue for a welfare check.  Upon their arrival officers were met by the resident, Conor Dougherty, who was immediately confrontational with them and indicated he had a weapon.  Mr. Dougherty retreated back into the apartment, locked the doors and refused to speak with the officers on scene.  After several failed attempts to make contact with Mr. Dougherty, the Monmouth County Emergency Response Team was activated and responded to the scene.  Several hours later officers were able to contact Mr. Dougherty and he was taken into custody.  Mr. Dougherty was charged with Terroristic Threats and will be committed to the Monmouth County Correctional Institution pending an initial court appearance.
