What are drivers supposed to do when a traffic light is out from a power outage? : Everyone has to STOP, then utilize the right of way rules that would apply at a four-way stop intersection.
What are drivers supposed to do when the light is flashing red? : A flashing red signal light means exactly the same as a stop sign: STOP. After stopping, proceed when safe and observe the right-of-way rules.
What are drivers supposed to do when the light is flashing yellow? : A flashing yellow signal light warns you to be careful. SLOW DOWN and be especially alert of the other drivers near or approaching the intersection.
