* WHERE...Quay County, Far Northeast Highlands, and Harding County.
* WHEN...Until 8 AM MST Tuesday.
* IMPACTS...The cold wind chills could cause frostbite on exposed skin in as little as 30 minutes.
* AFFECTED AREAS: FAR NORTHEAST HIGHLANDS ... HARDING COUNTY ... QUAY COUNTY
