Wilmington Police have arrested a man in connection with a November fatal shooting incident.

On November 28, at approximately 9:06 p.m., members of the Uniformed Services Division responded to the 200 block of West 20^th Street, in reference to a fatal shooting incident that occurred inside of a residence. Upon arrival, police located a gunshot victim – 39-year-old Quinton Turner – who had succumbed to his injuries.

The case was assigned to Detective Joseph Wicks of the Criminal Investigations Division. Through the course of his investigation, Detective Wicks was able to identify 47-year-old Andra Manuel as a suspect, and obtain warrants for his arrest. On January 8, Manuel was taken into custody without incident in Owings Mills, Maryland. On January 11, Manuel was extradited to Delaware.

Manuel has been charged with the following offenses:

• Murder (First Degree)
• Possession of a Firearm by a Person Prohibited
• Possession of a Firearm During the Commission of a Felony – Two Counts
• Home Invasion Burglary (First Degree)
• Carrying a Concealed Deadly Weapon
