Narrative:
On January 18th, 2024, the Thousand Oaks Special Enforcement Unit arrested a documented Thousand Oaks gang member for recruiting others to actively participate in a criminal street gang by tattooing minors with gang tattoos.  
 
During the month of December 2023, Detectives with the Thousand Oaks Special Enforcement Unit initiated an investigation after noticing several Thousand Oaks juveniles had recently received visible gang tattoos.  Through this investigation, detectives learned the tattooing occurred in the City of Thousand Oaks, and evidence was obtained connecting documented gang member Brahin Valencia to these tattoos.  Valencia is currently under the supervision of the California Department of Corrections and Rehabilitation.  Valencia was subsequently contacted at his residence where a parole search was conducted, and additional evidence was obtained showing Valencia was responsible for tattooing minors with gang tattoos, ages 14 and 16-years-old. 
 
Valencia was booked into the Ventura County Pre-Trial Detention Facility on charges of 186.26(a)PC, Street Gang Solicitation, 653PC, Unlawful Tattooing of a Minor, and 186.22(d)PC, Participation in a Criminal Street Gang.  Valencia’s bail was set at $100,000 and he is scheduled to appear in Ventura County Superior Court for arraignment on January 22nd at 1:30pm.
