Wilmington Police have arrested a man and woman on gun and drug charges.

On January 11, at approximately 10:06 p.m., members of the Safe Streets Task Force were in the 400 block of North Franklin Street, when they observed a motor vehicle commit a traffic violation. Officers conducted a motor vehicle stop and made contact with the driver – 43-year-old Jerry Smith, and 29-year-old Alann Hutchinson. Following a brief investigation, Smith and Hutchinson were taken into custody without incident, and officers recovered a 9mm handgun, 8 grams of crack cocaine, .336 grams of heroin, 56.2 grams of marijuana, and drug paraphernalia. Subsequently, officers executed a search warrant in the 100 block of Greenridge Road, and recovered 38 grams of crack cocaine, .497 grams of heroin, and drug paraphernalia.

Smith has been charged with the following offenses in addition to traffic violations:

• Possession of a Controlled Substance with the Intent to Deliver – Three Counts
• Possession of a Controlled Substance with the Intent to Deliver in Tier 3 Quantity
• Possession of a Firearm or Ammunition by a Person Prohibited – Four Counts
• Conspiracy (Second Degree) – Two Counts
• Possession of a Controlled Substance in Tier 1 Quantity
• Possession of a Controlled Substance
• Possession of Marijuana
• Manufacture and Sale of Drug Paraphernalia

He was arraigned in Justice of the Peace Court 11 and was committed to the Howard R. Young Correctional Institution on $74,103 cash-only bail.

Hutchinson has been charged with the following offenses:

• Possession of a Controlled Substance with the Intent to Deliver – Three Counts
• Possession of a Controlled Substance in Tier 3 Quantity
• Possession of a Firearm or Ammunition by a Person Prohibited – Two Counts
• Conspiracy (Second Degree) – Two Counts
• Carrying a Concealed Deadly Weapon
• Possession of a Controlled Substance in Tier 1 Quantity
• Possession of a Controlled Substance
• Possession of Marijuana
• Manufacture and Sale of Drug Paraphernalia

She was arraigned in Justice of the Peace Court 11 and was committed to the Delores J. Baylor Women’s Correctional Institution on $64,350 cash-only bail.
