Narrative:
During the month of October 2023, Thousand Oaks Directed Enforcement Unit (DEU) detectives began an investigation into Luis Ramirez related to gang graffiti.  The damage caused by the gang related graffiti to Thousand Oaks businesses and city property was in excess of $950.00.  During the investigation, detectives obtained a search warrant for Ramirez and his residence. In addition, Ramirez had an outstanding out of county felony warrant for theft of a vehicle.
 
On January 18, 2024, DEU detectives contacted and arrested Ramirez in the city of Thousand Oaks. Thousand Oaks Patrol Services, DEU and East Valley Major Crimes Detectives executed the search warrant at Ramirez’ residence.  During the execution of the search warrant, Jose Ramirez and Reyna Aleman De Ramirez delayed and obstructed deputies’ duties in executing the search warrant.  It was later discovered that Jorge Gonzalez, a known warrant subject, was hiding in the residence.  Gonzalez had two outstanding Ventura County felony warrants and seven misdemeanor warrants for various weapons and property crimes.  As a result of the search warrant, detectives located controlled substances, gang-related indicia, and graffiti paraphernalia/indicia.
 
 
 
Luis Ramirez was booked at the Ventura County Pre-Trial Detention Facility for felony vandalism, possession of controlled substances, and the outstanding out of county felony warrant. Ramirez remains in custody with a total of $120,000 scheduled bail.
 
Jorge Gonzalez was booked at the Ventura County Pre-Trial Detention Facility for outstanding Ventura County felony and misdemeanor warrants. Ramirez remains in custody with a total of $58,500 scheduled bail.
 
Reyna Aleman De Ramirez and Jose Ramirez were arrested for obstructing and delaying a peace officer’s duties.  Reyna and Jose were released with a written promise to appear. 
 
DEU is comprised of eight detectives, who focus on protecting East County communities by actively investigating illegal activities.
