Man Who Attempted to Kidnap 13-year-old Student on the Way to School Captured by Fairfield Police

On January 18 at around 8:45 am, a 13-year-old student was walking to school alone near Kidder Avenue and San Rafael Street when she was approached by a man who repeatedly tried to lure her into his vehicle.

A Good Samaritan in her own vehicle noticed the exchange and asked the student if she knew the man following her. The student replied that she did not know him and, fearing for the student’s safety, the woman offered to drive her to school. 

Upon arriving at school, the student told a teacher what had happened. The teacher then notified School Resource Officer (SRO) Lawrence, who immediately began conducting an investigation with assistance from Detective Miller. They canvassed the area where the incident occurred, and located several video surveillance cameras that captured the vehicle involved, but not the license plate. 

Meanwhile, in between fielding emergency phone calls from the community and working the Police and Fire radio, Dispatcher Kadi Machado used the FLOCK system and the City of Fairfield’s CCTV footage to search for, and subsequently obtain, the suspect’s license plate.
 
With that information in hand, Officer K. Rodriguez located the vehicle parked and unoccupied in the 1900 Block of Kidder Avenue. 

Detective Miller and a couple of School Resource Officers had been conducting surveillance on the vehicle for  approximately four and half (4 ½ ) hours, when they saw a man matching the suspect’s description get into the vehicle and drive onto East Tabor Avenue. There, he was stopped by Officers Sandoval and Decker and taken into custody. 
 
While in custody, the 48-year-old Fairfield resident, Wilson Toia, admitted to contacting the child and attempting to lure her into his car. He was booked into Solano County Jail for attempted kidnapping, communicating with a minor with the intent to kidnap, and annoying or molesting a child under the age of 18. He was also cited for driving with a suspended license.
