ARRAIGNMENT/BAIL STATUS: Garcia was held for arraignment in Amsterdam City Court in front of the Honorable Judge Lisa W. Lorman where he was remanded to the custody of the Montgomery County Correctional Facility without bail
 
INCIDENT NARRATIVE: As part of the continuing investigation into the October 25th, 2022 motor vehicle accident that claimed the life of 30 year-old Evelyn Y. Morales of Amsterdam the Amsterdam Police Department announces the arrest of 42 year-old Lisandro Garcia of Kissimmee, Florida. Garcia, formerly of Amsterdam, NY turned himself into authorities in the State of Florida on an open felony arrest warrant. Garcia waived his extradition back to the State of New York and on February 14th detectives from the Amsterdam Police Department responded to Ocala, Florida and took custody of Garcia. He was transported back to Amsterdam that day and held for arraignment.
​The accident occurred on Northampton Road near Wilkes Avenue. On the night of the accident the New York State Police Accident Reconstruction Team was requested and responded to the scene to assist in the investigation. In January 2024 Amsterdam Police received and reviewed the final report of findings by the NYSP accident reconstruction team. The investigation included the findings of that report as well as on scene interviews, area surveillance, a search of the vehicle, and the toxicology analysis of the blood of the operator, Garcia. As a result the aforementioned charges were filed against Garcia.

​The Amsterdam Police Department was also assisted by the office of Montgomery County District Attorney Lorraine Diamond in this investigation.
While there was probable cause for this arrest, all persons are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
