Update: AT&T is reporting that some services are beginning to restore @ 6:43am.
AT&T has reported AT&T Wireless & Firstnet customers may be unable to make or receive calls including to 911.They are working to resolve the issue.
If you need to reach 911 and your phone is in SOS mode, you may be able to get through. If you have a wifi that is using something other than AT&T service, you can try to change your settings to use wifi network for making calls.
