Fairfield Police Officer Placed on Leave - Update

The below release is being updated to reflect an important distinction: Please note that there are two officers with similar names at Fairfield Police Department. Officer James Louis, the subject of this release, and formerly a School Resource Officer at Rodriguez High School, is not to be confused with Officer James LEWIS, who is a School Resource Officer at Armijo High.

On Friday, March 8th, 2024, the parents of a student notified the Fairfield Police Department that a School Resource Officer from Rodriguez High School had been exchanging inappropriate text messages and photos with two female students under the age of 18.

Based on the information provided and allegations, the department immediately requested an independent investigation be conducted by the Solano County District Attorney’s Major Crimes Task Force.

Following the initial investigation, Officer James Louis was booked into Solano County Jail Saturday morning, March 9, 2024, by the Solano County District Attorney’s Major Crimes Task Force on the following charges:

288.2PC, sending distributing or exhibiting harmful or obscene material to a minor (under the age of 18);

288.3PC, contacting or communicating with a minor (under 18) with the intent to commit a sex crime;

and 311.2PC, knowingly transporting, duplicating or possessing child pornography or other obscene material with the intent to distribute or show it to others.

Officer Louis has been placed on administrative leave but, as the investigation is ongoing, further details cannot be released at this time.

This department holds our officers and professional staff to a high standard of care, and we are simultaneously disappointed, infuriated, and saddened by this information.

This department values the trust instilled in us by our community, not only to keep you safe, but to keep your children safe. Acts like these violate that trust, are wholly inexcusable, and fail to exemplify what Fairfield Police Department stands for.

We will continue to be transparent throughout this process.
