On March 3, 2024, investigators from the Detention Services Classification Unit and Ventura County Sheriff’s Narcotics Street Team arrested Angelica Davis for conspiring to distribute illegal narcotics into the Ventura County Jail.
 
During the month of February 2024, the Todd Road Jail Classification Unit began an investigation into illegal narcotics being mailed through the United States Postal Service to incarcerated inmates at the Todd Road Jail. 
 
During the investigation, it was learned Angelica Davis used the United States Postal Service to send fentanyl and methamphetamine into the Todd Road Jail.  The Ventura County Sheriff’s Office located the illegal narcotics before they entered the facility and began an investigation. 
 
Detectives obtained a search warrant for Davis’s residence and vehicle.  During the service of the search warrant a large quantity of illegal narcotics were located as well as digital scales and packaging that indicated Davis was involved in the sale of controlled substances.  An illegal “Billy Club” was also located during the search.
 
Davis was booked into the Ventura County Jail for violations of HS 11352(a)-Sale/Transport/Offer to Sell of a Controlled Substance, HS 11378 - Possession for Sale of a Controlled Substance, HS 11379(a) - Sale/transport/Offer to Sell a Controlled Substance and PC 182(a)(1) - Conspiracy to Commit a Crime, PC 22210 - Possession of a Deadly Weapon, and PC 4573 - Bring Drugs into a Jail. Davis remains in custody in lieu of no bail on a probation violation.
 
The Ventura County Sheriff’s Office Classification Unit is focused on ensuring the safety and security of all Ventura County detention facilities.  This includes but is not limited to investigating crimes within a custodial facility, conducting risk assessments, and classifying inmates while they are incarcerated.
