INDIANAPOLIS- IMPD Homicide detectives arrested 63-year-old Jerry Fallen for his alleged involvement in the homicide which occurred in the 1300 block of Kappes Street.
On Monday, April 1, 2024, just after 6:00 p.m., IMPD Southwest District officers were dispatched to the 1300 block of Kappes Street on a report of a person shot. When officers arrived, they located an adult male outside, later identified as 39-year-old Dustin Soubeih, who sustained injuries consistent with a gunshot wound(s). Indianapolis Emergency Medical Services (IEMS) arrived, and Mr. Soubeih was unfortunately pronounced deceased at the scene.
While on scene, officers learned that the suspect was possibly inside a nearby residence. Officers set a perimeter around the residence, and IMPD Special Weapons and Tactics (IMPD SWAT) arrived. A search warrant was executed at the residence; however, the alleged suspect was not located.
IMPD homicide detectives responded to the scene to begin the investigation. Preliminary information suggests the shooting incident occurred after an argument.
The Indianapolis-Marion County Forensic Services Agency responded to identify and collect potential forensic evidence. IMPD officers were assisted by Indiana State Police Troopers during this investigation. The Marion County Coroner’s Office assisted and determined the cause of death to be homicide.
In the early morning hours of Tuesday April 2, 2024, with the help and cooperation of the community, IMPD officers located Fallen in 1000 block of North Traub Ave. Fallen was interviewed and arrested for murder.
An arrest is merely an accusation. The suspect should be considered innocent unless and until proven guilty in a court of law. The MCPO will make the final charging decision.
