* WHEN...Until further notice.
* IMPACTS...At 13.0 feet, Flooding begins to affect streets and 
  homes in Monterey.
* ADDITIONAL DETAILS...
  - At 10:45 AM EDT Wednesday /9:45 AM CDT Wednesday/ the stage
    was 12.5 feet.
  - Recent Activity...The maximum river stage in the 24 hours
    ending at 10:45 AM EDT Wednesday /9:45 AM CDT Wednesday/ was
    12.5 feet.
  - Forecast...The river is expected to rise to a crest of 13.1
    feet tomorrow evening.
  - Flood stage is 12.0 feet.

Instructions:

IMPACTS...At 14.0 feet, Secondary roads are blocked. Roads near
