The Janesville Police Department announces the promotions of Deputy Chief Mark R. Ratzlaff and Deputy Chief Joshua M. Norem.
 
Lieutenant Mark Ratzlaff was promoted to Deputy Chief effective March 25, 2024. Deputy Chief Ratzlaff is a 27-year veteran of the Janesville Police Department. He holds a Bachelor’s Degree from the University of Wisconsin Whitewater. Deputy Chief Ratzlaff has experience in the following areas; Patrol Officer, Field Training Officer, Honor Guard, SWAT Team, Sniper Team Leader, SWAT Commander, Range Supervisor, Patrol Sergeant, Street Crimes Unit (SCU) Sergeant, Patrol Lieutenant, Investigations Lieutenant, Acting Deputy Chief of Operations, Safety Committee, Accreditation Manager, Rapid Response Training Instructor, Fair & Impartial Policing Instructor.
 
Lieutenant Norem was promoted to Deputy Chief effective March, 25, 2024. Deputy Chief Norem is a 19-year veteran of the Janesville Police Department. He holds a Bachelor’s Degree from the University of Wisconsin Platteville. Deputy Chief Norem has experience in the following areas; Patrol Officer, Street Crimes Unit (SCU) Officer, Gang Investigator, Swat Team, Swat Team Leader, Patrol Sergeant, Community Services Sergeant, Patrol Lieutenant, Investigations Lieutenant, Chronic Nuisance Premises Team, Commendation Committee, Safety Committee, Tactical, Active Threat and Active Shooter Instructor.
 
Deputy Chief Ratzlaff and Deputy Chief Norem were honored in a promotion ceremony at City Hall on April 5, 2024.
