MAYOR REICHELT SUBMITS FISCAL YEAR 2025 CAPITAL PLAN TO TOWN COUNCIL

West Springfield, MA:  Mayor William Reichelt has submitted his Capital Plan to the Town Council for Fiscal Year 2025.  The most significant investments are for Town-wide infrastructure, including paving streets and sidewalks and replacement of sewer mains.  The plan also includes funds for the design of several future infrastructure projects as well as replacement of aged vehicles and investments in new equipment.  The plan also allocates additional funding for the repair and upgrade of the Council on Aging’s kitchen facilities.  All of these projects will be financed by the Town’s free cash and will not require the Town to incur any long-term debt.

$1.5 million has been allocated for street maintenance and the Town has recently contracted with Palmer Paving to perform paving work for the upcoming fiscal year.  Between this capital allocation, Chapter 90 funds received from the state and an allocation of funds from the American Rescue Plan Act (“ARPA”) the following streets are anticipated to be paved this season: Adrian Avenue, Alderbrook Lane, Apple Ridge Road, Armstrong Street, Autumn Road, Beauview Terrace, Bonnie Brae Drive, Circle Drive, Elmwood Avenue, Farmer Brown Lane, Field Street, Gooseberry Road, Grasso Avenue, Harrison Place, Hewitt Street, Highland Lane, Highland Park Drive, Homestead Avenue, Massachusetts Avenue, Mosher Street, Neptune Avenue, Old Orchard Road, Overlook Drive, Penrose Drive, Ridgeview Road, Rochelle Street, Roseland Avenue, Sagamore Street, West Autumn Road, and Worthen Street.

The capital plan also includes funds to construct a sidewalk on Sibley Avenue and to design a plan for construction of sidewalks on Birnie Avenue.  In addition to these projects, a separate allocation of $500,000 has been allocated for maintenance of existing sidewalks.

“Creating the capital plan is always a difficult task as there are many projects that are worthy of funding,” Mayor Reichelt stated.  “I appreciate the work of the Town’s Department Heads in submitting their capital requests and supporting documentation.  I am pleased that we were able to fund so many requests without incurring additional debt for the Town and taxpayers.”
