Starting July 1, 2024, the City of Norco will implement a new franchise agreement with Waste Management (WM). Under this agreement, residents, multi-family, and businesses will be billed directly by WM for waste, recycling, and manure services. Residents are encouraged to attend a community meeting tonight to learn about the new franchise agreement, as well as the billing and customer service transition.

This new agreement comes with several improvements, including...
- Reduced rates for residential, commercial and manure services
- Free manure scout service
- Annual 4% cap on the amount that rates can be adjusted by CPI (there was previously no cap)
- New agricultural programs and compost bins for residents
- Regular street sweeping for all city streets
- Contributions toward youth scholarships
- Enhancements to provide better service to the community
