On 05/05/24 at approximately 7:42 PM, the Rock County Communication Center received several calls of a male holding a firearm to the head of another person while in the roadway in the 2400 block of Delaware Drive. Officers arrived and observed a male, who was later identified as Jesse Overton carrying a backpack as he was running from a residence towards a vehicle. Officers identified themselves and ordered Overton to stop. Overton disregarded the lawful commands of arriving officers and fled in a stolen vehicle through yards to S. Crosby Ave.
Upon arriving at S. Crosby Ave, Overton began traveling Northbound towards W. Court Street. An officer attempted to stop Overton by activating his emergency lights and siren. Overton failed to stop, increased his speed, and began traveling Eastbound on W. Court Street.
Officers pursued Overton Eastbound on W. Court Street towards N. Washington Street. Based on Overton’s actions officers believed Overton had committed a felony involving the threatened use of a firearm. To minimize the inherent danger to the community by Overton’s decision to flee from officers the decision was made to force the pursuit from continuing. As Overton pulled into the Mercy Health Mall parking lot (1000 N. Washington Street) officers struck the side of the vehicle Overton was operating in a modified Pursuit Intervention Technique. Overton was taken into custody, and a subsequent search incident lawful arrest yielded three handguns and 727 grams of suspected THC located in the backpack.
The investigation into the incident in the 2400 block of Delaware Drive determined Christopher Causey had attempted to purchase marijuana from an unidentified person. A disagreement between the two ensued, and Causey pointed a firearm at the unidentified person and an eighteen-year-old male. Causey and his roommate, Logan Hernandez took a backpack from the unidentified male which contained marijuana, and retreated into 2401 Delaware Drive. A short time later Overton arrived in the stolen vehicle and was given the backpack in an attempt to leave before officers arrived.
This investigation is ongoing. The safety of our community is paramount during vehicle pursuits. The decision to terminate or continue a vehicle pursuit is a careful balance between the risk created by the vehicle pursuit to our community and the risk created by allowing the suspect to continue without apprehension. Officers and supervisors are constantly evaluating the validity of continuing a vehicle pursuit, using information such as other traffic in the area, time of day, and road conditions to help make those decisions. During this incident based on the time of day, and the low amount of vehicular traffic the decision was made to continue the pursuit, but safely resolve the pursuit when it was safe to do so. Consistent with our policy this incident will be reviewed to ensure the policies of the Janesville Police Department were followed at all times during this vehicle pursuit.

Three Janesville residents were arrested after an armed robbery and vehicle pursuit.
