Narrative:
During the month of September 2023, detectives with the Ventura County Sheriff’s Office began investigating Health Spa, located in the 400 block of N. Ventu Park Road in Newbury Park, suspecting it to be an Illicit Massage Business (IMB).  Detectives learned there was commercial sexual activity occurring throughout the day at this location.  During the investigation, detectives located evidence of Qiao and Baker benefitting financially from their employees providing commercial sex acts to customers.
 
As a result of the investigation, detectives developed probable cause to arrest Min Qiao and Xia Baker for violating California Penal Code Section 266h – Pimping and California Penal Code Section 266i – Pandering.  Qiao was also arrested for violating California Penal Code Section 186.10 – Money Laundering and California Penal Code Section 67 - Bribery of Executive Officer.
 
On May 8, 2024, detectives from the Ventura County Sheriff’s Office, with the assistance of the Ventura County District Attorney’s Office and Thousand Oaks City Code Enforcement, conducted a multi-location search warrant at Health Spa and the residences of Min Qiao and Xia Baker.
 
As a result of the investigation, Qiao and Baker were arrested for the above listed charges and booked into the Ventura County Sheriff’s Main Jail, with a bail of $90,000.
