UPDATE #2 - Shots Fired Incident Leads to Officer Involved Shooting; No Injuries

UPDATE #2 (June 7, 2024) 

Following the threat assessment related to the officer-involved shooting on Saturday, June 1, 2024, in the 100 block of S. Meridian Street, IMPD Chief Christopher Bailey announced the officer involved as 15-year veteran Officer Joseph Beasley.

IMPD will continue to be fair and transparent with our community while protecting the integrity of criminal investigations and officer safety. IMPD formalized a policy in 2020 that outlines when and how officers involved in critical incidents should be identified to the public. This policy solidifies IMPD’s practice of conducting a threat assessment by the IMPD Intelligence Unit following a critical incident and prior to releasing the names of the officers involved to protect the officer and their families. This policy ensures information is provided to the public as soon as possible.

This incident is being investigated by IMPD’s Critical Incident Response Team (CIRT). Detectives are working with the Marion County Prosecutors Office and the Indianapolis-Marion County Forensic Services Agency to complete a fair and thorough investigation.

IMPD’s Internal Affairs Unit is conducting a separate internal investigation to ensure compliance with departmental policy, as is standard procedure in an officer-involved shooting.

The civilian-majority Use of Force Review Board will conduct a mandatory review of this incident as it does for any use of deadly force against a person. This occurs after the conclusion of the criminal process.

UPDATE #1 (June 1, 2024) 

The involved officer was placed on administrative leave which is standard protocol for these types of incidents. 

Detectives arrested 29-year-old Donte Swinton and 32-year-old Dominique Armstrong for their alleged role in this incident. Both were arrested for resisting law enforcement, pending further investigation.

Detectives are trying to identify at least one other individual involved in this incident who ran from the vehicle after it crashed.

The information provided is preliminary and subject to change.  

On Saturday,  June 1st, 2024, at approximately 3:20 a.m. Indianapolis Metropolitan Police Department (IMPD) Special Event Team (SET) officers working in the downtown area heard gunshots and began to attempt to locate where the shots were coming from and to ensure that there were no injuries to anyone in the area. Officers located and engaged an individual, at which point an officer involved shooting (OIS) occurred. The suspect or suspects involved were not struck. 

The suspect then fled the scene in a vehicle and a short vehicle pursuit ensued, ending in a crash involving unoccupied parked vehicles in the 800 block of North East Street. Officers immediately detained two persons of interest following the vehicle pursuit. Officers located a firearm at the suspect apprehension site (photo attached). 

At this time, there are no injuries to the officer involved and it is not believed that there are any injuries to the suspect(s) due to the officer involved shooting or vehicle crash at this time. 

No officers or uninvolved citizens were injured during this incident.  

The officer involved in the officer involved shooting was equipped with a body-worn camera, which did not activate during this incident.  

The Indianapolis-Marion County Forensic Services Agency responded to identify and collect potential forensic evidence.  

The Marion County Prosecutor’s Office (MCPO) responded to the scene to assist in the investigation.  

The IMPD Critical Incident Response Team responded to the scene to conduct the criminal investigation.  

A separate administrative investigation is being conducted by IMPD Internal Affairs. The officer who fired his gun has been placed on administrative leave as is standard procedure in an officer involved shooting investigation.   

The civilian-majority Use of Force Review Board will conduct a mandatory hearing for any attempted use of deadly force against a person. This occurs after the conclusion of the criminal process.  

The Police Officer Support Team (POST) responded to provide peer support for officers. The IMPD Chaplain’s Office responded to assist with those involved.  

The IMPD Victims Assistance unit responded to assist officers and detectives.
