Report of a Person Shot Leads to Officer-Involved Shooting

UPDATE #1 Following the threat assessment related to the officer-involved shooting on Tuesday, July 2, 2024, in the 5100 block of W Vermont St., IMPD Chief Christopher Bailey announced the officers involved as 8-year veteran Officer Dustin Pervine and 14-year veteran Officer Peter Tomlinson. 
 
IMPD will continue to be fair and transparent with our community while protecting the integrity of criminal investigations and officer safety. IMPD formalized a policy in 2020 that outlines when and how officers involved in critical incidents should be identified to the public. This policy solidifies IMPD’s practice of conducting a threat assessment by the IMPD Intelligence Unit following a critical incident and prior to releasing the names of the officers involved to protect the officer and their families. This policy ensures information is provided to the public as soon as possible.
 
This incident is being investigated by IMPD’s Critical Incident Response Team (CIRT). Detectives are working with the Marion County Prosecutors Office and the Indianapolis-Marion County Forensic Services Agency to complete a fair and thorough investigation.
 
IMPD’s Internal Affairs Unit is conducting a separate internal investigation to ensure compliance with departmental policy, as is standard procedure in an officer-involved shooting.
 
The civilian-majority Use of Force Review Board will conduct a mandatory review of this incident as it does for any use of deadly force against a person. This occurs after the conclusion of the criminal process.

The information provided is preliminary and subject to change.  

On Tuesday, July 2, 2024, just after 11:35 a.m., Indianapolis Metropolitan Police Department (IMPD) Southwest District officers responded to a report of a person shot in the 5100 block of W Vermont St.  Once on scene, officers encountered an adult male outside of a residence who had a handgun in his hand. 

Officers utilized distance and immediately took cover behind nearby trees. Officers told the suspect over 16 times to “drop the gun”. Multiple officers reported the suspect pointed the gun at them multiple times.  At some point, two IMPD officers discharged their weapons. When officers approached the suspect, he did have injuries consistent with gunshot wound(s).    

Indianapolis Emergency Medical Services (IEMS) was already staged at a nearby intersection due to the initial dispatched run of a person shot.  The suspect was transported to an area hospital in critical condition.  

Detectives located a handgun at the scene and near where the suspect was located. A photo of the handgun is attached.   

The initial 911 caller was a male who reported he had been shot. The caller provided a description of the alleged shooter as a white male wearing a white shirt and stated the suspect was still at the house. The suspect that officers encountered outside of the residence was a white male wearing a white shirt. The phone number of the initial caller belongs to the suspect. 

Detectives did not locate any evidence of another person shot other than the suspect. There were no additional calls of shots fired or a person shot other than the initial caller. Detectives located a note inside the house stating the suspect planned to commit suicide. The suspect told medics that he shot himself multiple times and that he wanted to die. 

No officers or uninvolved citizens were injured during this incident.  

All IMPD officers were equipped with body-worn cameras, which were activated during this incident.  

The Indianapolis-Marion County Forensic Services Agency responded to identify and collect potential forensic evidence.  

The Marion County Prosecutor’s Office (MCPO) responded to the scene to assist in the investigation.  

Detectives are confident there is no ongoing threat to the community. There is no suspect outstanding.  

The IMPD Critical Incident Response Team responded to the scene to conduct the criminal investigation.  

A separate administrative investigation is being conducted by IMPD Internal Affairs. The two IMPD officers who fired their firearms have been placed on administrative leave as is standard procedure in an officer-involved shooting investigation.   

The civilian-majority Use of Force Review Board will conduct a mandatory hearing for any attempted use of deadly force against a person. This occurs after the conclusion of the criminal process.  

The Police Officer Support Team (POST) responded to provide peer support for officers. The IMPD Chaplain’s Office responded to assist with those involved.  

The IMPD Victims Assistance unit responded to assist officers and detectives.
