Rural Crime Investigators Recover Stolen Commercial Generator, Tractors, and Trailers in Phelan; Suspect Arrested

DATE/TIME: Tuesday, July 9, 2024, at 2:49 p.m.

INCIDENT: GRAND THEFT

LOCATION: Sonora Road/ Power Line Road, Phelan

SUSPECT: Cecil Amar Barrera, 24 years-old, resident of San Bernardino


SUMMARY: On Monday, July 1, 2024, Victorville Police Department took a report for grand theft from Spectrum Communications. According to a representative from Spectrum Communications, unknown subject(s) stole a generator from their work site. Rural Crime Investigators took over the investigation and responded to the scene later in the day. Investigators were able to obtain evidence that an older model Dodge Durango with no plates, hooked up to the generator and drove away.

Rural Crime Investigators were able to locate the Durango and learned Cecil Amar Barrera was the suspect involved in the theft. Investigators searched several locations in the high desert and located Amar barrera at a rural property on Sonora Road, cross of Power Line Road, in Phelan.

The Durango, along with the stolen generator, were located on the property with Amar Barrera. Additionally, investigators located a stolen flatbed trailer and tractor. The trailer and tractor were stolen from an Arizona Pipeline job site in the city of Victorville on Monday, July 1, 2024. 

Spectrum Communications and Arizona Pipeline responded to the scene and recovered their equipment. The total amount of recovery was $66,000.00. Two additional stolen trailers were also located, bringing the total recovery to approximately $100,000.00. 

Cecil Amar Barrera was arrested for possession of stolen property and outstanding warrants. He was booked into the High Desert Detention Center, where he is currently being held in lieu of $60,000.00 bail.
