The Petaluma Police Department is proud to announce several recent promotions and transfers within the organization. 

2024 Departmental Promotions and Transfers
The Petaluma Police Department is proud to announce several recent promotions and transfers within the organization. 
 
Deputy Chief of Police– Nick McGowan was promoted to Deputy Chief of Police effective May 11, 2024.  

Deputy Chief Nick McGowan, a 20-year veteran of law enforcement, began his career as a police officer for the Town of San Anselmo.  He joined the Petaluma Police Department in July 2006 and since that time has served in a variety of assignments including Patrol Officer, Field Training Officer, Gang Officer, Defensive Tactics Instructor, Special Weapons and Tactics (SWAT) Operator, Detective, and as a member of the San Francisco Electronic Crimes Task Force.  In 2017, Deputy Chief McGowan promoted to Sergeant and served as a Patrol Sergeant, Traffic Sergeant, and SWAT Team Supervisor.  In 2021, Deputy Chief McGowan promoted to Lieutenant where he was a Patrol Watch Commander who additionally oversaw Community Health and the Police Canine Programs.  In 2022, Deputy Chief McGowan transferred from the Field Services Division to the Professional Standards Division where he oversaw Police Oversight, Recruitment, and Departmental Training.  Deputy Chief McGowan is a graduate of both Sonoma State University with a Bachelor’s degree in Political Science and American Military University with a Master’s degree in Cybersecurity.   Deputy Chief McGowan is a graduate of the Sherman Block Leadership Institute (SLI) Class # 455, Leadership Petaluma Class 2022-2023, and is currently enrolled in CA POST Law Enforcement Command College Class # 73. 
 
The following promotions and transfers were effective Sunday, July 7, 2024

Police Lieutenant – Zilverio “Zeus” Rivera was promoted to Police Lieutenant.
 
Lieutenant Zilverio "Zeus" Rivera, a 25-year veteran of law enforcement, began his career with the Sonoma County Sheriff’s Office.  He joined the Petaluma Police Department in 2007.   Over the past 17 years, Lieutenant Rivera has served in a variety of assignments including Patrol Officer, Field Training Officer, Gang Enforcement Team Officer, DARE Instructor, Crisis Response Negotiator, and Detective.  In 2022, Lieutenant Rivera promoted to Sergeant where he served as a Patrol Sergeant and Gang Enforcement Team Supervisor.  Lieutenant Rivera is both a graduate of Sonoma State University with a Bachelor’s degree in Sociology and recently completed his Master’s degree from American Military University in Criminology.  Lieutenant Rivera was responsible for the development and the implementation of the highly impactful Homeless Outreach Services Team (HOST) in 2015 and has been heavily involved in our Restorative Resources Program partnership with Mentor Me.  Lieutenant Rivera was selected as the Petaluma Police Officer of the Year in 2020.  Lieutenant Rivera is also bilingual in Spanish.
 
Police Sergeant – Detectives Daniel Boyd and Eduardo Estrella have both promoted to Police Sergeant.
 
Sergeant Daniel Boyd, a 9-year veteran of law enforcement, began his career with the Fairfax Police Department.  He joined the Petaluma Police Department in 2018.  Over the past six years, Sergeant Boyd has served in a variety of assignments including Patrol Officer, Field Training Officer, Crime Scene Investigator, Crisis Response Negotiator, and Detective.  Sergeant Boyd has a Bachelor’s degree from California Coast University in Administration of Justice.  Sergeant Boyd is also bilingual in Spanish.
 
Sergeant Eduardo Estrella, an 8-year veteran of law enforcement, began his career with the Petaluma Police Department in 2015 and has served in a variety of assignments including Patrol Officer, Field Training Officer, Crime Scene Investigator, and Detective.  Sergeant Estrella has a Bachelor’s degree in Criminal Justice from Sacramento State University.   Sergeant Estella has additionally demonstrated his leadership as an Executive Board member for the Peace Officers Association of Petaluma.  Sergeant Estrella is also bilingual in Spanish. 
 
Professional Standards Division Lieutenant – Professional Standards Lieutenant Garrett Glaviano, a 19-year veteran of law enforcement, began his career with the Petaluma Police Department in 2005 and has served in a variety of assignments including Patrol Officer, Field Training Officer, Defensive Tactics Instructor, Special Weapons and Tactics (SWAT) Operator, and Crime Scene Investigator.  In 2017, Lieutenant Glaviano promoted to Sergeant where he supervised patrol teams, the SWAT Team, the Field Training Program, the Defensive Tactics Team, and served as the Department’s Administrative Sergeant.  In 2021, Lieutenant Glaviano promoted to Lieutenant.  Lieutenant Glaviano has overseen Administrative Services and the Field Services Division as a Patrol Watch Commander.  Lieutenant Glaviano is a graduate of California Coast University with both a Bachelor’s degree in Criminal Justice and a Master’s degree in Organizational Leadership.  Lieutenant Glaviano is a graduate of Sherman Block Leadership Institute Class # 457.
 


Detective – Community Impact Response Team (CIRT) Officer Jacob Vedder has been selected to join the Investigations Team and transferred from CIRT to Investigations to serve as a Detective filling the vacancy created by the promotion of Detective Estrella to the role of Sergeant.   Detective Vedder joined the Department in 2019 and has served in a variety of assignments including Patrol Officer, Training Officer, and Community Impact Response Team Officer. 
 
Community Impact Response Team Officer - Officer Jared Rebizzo has been selected to the position of Community Impact Response Team Officer filling behind the vacancy created by the transfer of CIRT Officer Vedder to Investigations.   Officer Rebizzo joined the Department in 2021 and has been serving the community as a Patrol Office since that time.
