SMPD Arrests Car Thief After Pursuit After Stealing the Same Car Twice

A vehicle stolen from Stockton was recovered in Hayward, then stolen again from a Hayward tow yard, and then led SMPD on a pursuit and foot bail before the suspect was located and arrested.
 
San Mateo, CA – On Friday, July 26, 2024, a vehicle was reported stolen to the Stockton Police Department. That evening, Hayward Police located the vehicle in their city and had it towed to a secure, outdoor tow yard. The following morning, Saturday, July 27th, subjects broke into the tow yard by backing a vehicle into the chain link fence and stole the car again. A little over an hour later, an automated license plate reader detected the vehicle in San Mateo. San Mateo officers then attempted to locate the car. At approximately 9:18am, the vehicle was spotted, and an officer attempted to stop the car, but it fled westbound on HWY 92. A pursuit was initiated but was terminated as it approached Belmont when the driver displayed a wanton disregard for public safety as he was driving at a high rate of speed and then reversed and began driving into oncoming traffic.
 
During the course of our interaction with this vehicle, it was learned the vehicle was equipped with GPS, which ultimately led officers to the 200 block of 24th Ave. in our city. The vehicle was then spotted again by officers who saw it was parked in the area of Portola Dr. The driver fled from the vehicle and made his way into the neighboring back yards. A perimeter was established, and the suspect was eventually located at Beresford Park, where he was arrested.
 
After lying to officers about his name initially, the suspect was identified as Jaizekiel Kumar, a probationer out of Alameda County for a prior 2800CVC offense. He was booked into the San Mateo County Jail on the below charges, as well as a probation hold.
 
Home security cameras and witnesses played a large role in helping us locate the suspect. SMPD highly suggests investing in home security camera systems. If you have cameras, make sure to aim them at the ingress/egress portions of your home, as well as street facing. They provide helpful information during an investigation, are an extremely important piece of evidence in a crime, and aid in prosecution of criminals.
