Narrative:
On 07/27/2024, (S) Makare Toliver and (S) Dylion Jackson were arrested for conspiracy to commit a crime and armed robbery. In addition, Toliver was also arrested for unlawful transfer of a firearm.  Upon review of the incident by the Ventura County District Attorney’s Office, Toliver was additionally charged with assault with a firearm, grand theft of a firearm, fleeing the scene of an accident involving death and evading an officer causing death. 
 
On 07/27/2024, at approximately 4:09 P.M., patrol deputies from the Camarillo Police Department were dispatched to a reported armed robbery that had occurred in the 1100 block of East Ventura Boulevard in the city of Camarillo. The deputies contacted the victims and obtained a description of the suspect and the suspect’s vehicle.
 
The investigation revealed that around 3:00 P.M. both victims were seated inside a parked vehicle when the suspect, later identified as Toliver, stopped his vehicle next to them. Jackson had agreed to meet the victims at this predetermined location.  Toliver exited his vehicle and pointed a firearm at both victims while demanding their property. The victims complied with Toliver’s demands and provided Toliver with their property, including a backpack containing a firearm that was legally registered to one of the victims. Toliver then drove away in his vehicle with Jackson. 
 
At about 4:20 P.M., while canvasing the area of Daily Drive at Carmen Drive, deputies located the vehicle and subject matching the robbery suspect and the suspect’s vehicle.  Patrol deputies caught up to the vehicle and initiated a traffic enforcement stop. The suspect initially yielded in the area of Central Avenue at West Daily Drive. However, the suspect did not comply with the deputies’ commands and fled the area in his vehicle at a high rate of speed. 
 
Patrol deputies activated their emergency lights and sirens and pursued the suspect.  During the vehicle pursuit, while on Central Avenue west of Beardsley Road, the suspect drove on the north shoulder of the roadway and collided with a bicyclist, identified as (D) Robert Pierret, and the suspect continued to flee in his vehicle. Some of the pursuing deputies immediately stopped to render aid to Pierret while others continued with the pursuit.  Pierret was transported to a local hospital by ambulance. However, once at the hospital, Pierret succumbed to his injuries and was pronounced deceased.
 
After the suspect collided with the bicyclist, the suspect’s vehicle collided with an additional vehicle that was driving in the area.   The suspect continued to flee eastbound on HWY 118.  While approaching the area of HWY 118 at La Vista Avenue, the suspect collided with a vehicle driving in the opposite direction, disabling the suspect’s vehicle. The driver, Toliver, and passenger, Jackson, were contacted and arrested.  Medical resources were called to the scene to render aid to Toliver, Jackson, and the occupants of the other vehicles involved in the traffic collision.
 
The fatal collision with the bicyclist and the collisions with other vehicles occurred in the jurisdiction of the California Highway Patrol.  Investigators from the California Highway Patrol responded to assist with investigating the various collisions.
 
During a search of Toliver’s vehicle, additional evidence linking Toliver and Jackson to the robbery was located. Toliver and Jackson were arrested for the aforementioned charges. Jackson was booked into the Ventura County Main Jail where she posted a $100,000 bail.
 
On 07/30/2024, the case was presented to the Ventura County District Attorney’s Office for filing considerations for Toliver.  The District Attorney’s Office filed two counts of Penal Code section 211 – Second degree robbery, one count of Penal Code section 245(b)-Assault with a Firearm, one count of Penal Code section 487(d)(2)- Grand Theft of a Firearm,  one count of Vehicle Code section 2800.3- Evading an officer causing death, and one count of Vehicle Code section 20001(b)(2)- Fleeing the scene of an accident involving death or serious injury.  Toliver remains in custody and his next court date is scheduled for 08/08/2024 at 1:30 P.M.
 
The incident is still under investigation by the Ventura County Sheriff's Major Crimes Unit and California Highway Patrol.  Anyone who may have witnessed the incident or possesses any information is asked to come forward to assist in the ongoing investigation.  Witnesses are encouraged to contact Detective Nicole Grover or Detective Christopher Vorzimer at the below listed numbers.
