Take Five Briefing – 8/13
Here is the latest Take Five briefing from the August 13, 2024 meeting of the Mayor and Borough Council.
1) Parkstock & National Night Out, Thursday, August 15 – Council Members George and Postelnik drew attention to two fun events taking place in the Borough on Thursday, August 15 – National Night Out, organized by the Highland Park Police Department, in the parking lot behind the Bartle School on Thursday August 15th, 6-9 pm; and the latest installment of the Parkstock concert series featuring The Strazzacasters, Thursday August 15th, 6-8 pm, in the gazebo in Grove 1 in Donaldson Park, with ample parking available nearby. Food vendors will be available on site for purchase.
2) 810 No. 2nd Avenue Redevelopment Plan – An ordinance authorizing the adoption of the 810 No. 2nd Avenue Redevelopment Plan was introduced and a public hearing was scheduled for Tuesday, September 17 at 7 PM. The redevelopment plan will allow for the reuse of the existing commercial building as a small apartment building. Following the introduction, the governing body passed a resolution referring the plan to the Planning Board for review for consistency with the Master Plan.
3) Capital Ordinance for Roadway Improvements – An ordinance authorizing funding for capital improvements to Highland Avenue, Graham Street (from So. 4th to So. 5th Avenue), and So. 8th Avenue (from Benner Street to Woodbridge Avenue) was introduced and a public hearing was scheduled for Tuesday, September 3rd at 7 PM. Road work on Highland Avenue will be reevaluated in light of the recent work performed by PSE&G related to its ongoing gas main replacement program. The Borough received a grant for $550,000 from the NJDOT Local Transportation Projects Fund for these improvements.
4) Amendment to 433 Cleveland Avenue Redevelopment Agreement – Borough Council passed a resolution authorizing the execution of an amendment to the Redevelopment Agreement for 433 Cleveland Ave., the site of the new Yeshiva Shaarei Tzion School. The amendment addresses agreed upon changes to several of the off-site infrastructure improvements, including the size and location for a new sidewalk on Madison Avenue, changes to a proposed bike lane on Harrison Avenue based on feedback from the HPPD, and the requirement that all of the improvements be completed within 90 days of the school opening, which is slated to open in September.
5) Request for Proposals for Design Professionals for So. 3rd Avenue Plaza –Borough Council passed a resolution authorizing the Borough Administrator to issue a request for proposals for planning, landscape architecture, and engineering services, for the creation of a pedestrian plaza on South 3rd Avenue. The Borough has been awarded a Fiscal Year 2025 Grant Appropriation from the State of New Jersey for $1,000,000 in order to design and build a public plaza.
