Felony OWI 4th Offense

On August 19, 2024, at 6:26 PM, Middleton Police responded to the 5300 block of South Ridge Way for a report of people drinking alcohol inside a motor vehicle.  When the officers arrived, they located the car in question, which was unoccupied.  While the officers were standing next to the vehicle, they observed two open beer cans in the center console in plain view.  A short time later, two individuals approached the officers, and one of them identified themselves as the registered owner of the car.  The registered owner was identified as 47-year-old David R. Hines of Blue Mounds, WI.

While Hines was conversing with officers, he admitted to consuming alcohol throughout the day and driving the vehicle to its current location from a nearby park.  Officers noted an odor of intoxicants coming from his breath, slurred speech, and bloodshot eyes.

Following field sobriety testing, Hines was arrested for 4th offense operating a motor vehicle while intoxicated (OWI), a felony.  Hines was booked into the Dane County Jail for felony OWI.
