Wilmington Police have arrested a man on drug charges.
On September 12, at approximately 2:20 p.m., members of the Drug, Organized Crime, and Vice Division were in the area of East 9th and Kirkwood Streets, when they observed a male subject engaged in drug-related activity. Police made contact with 39-year-old Theodore Rollins, who attempted to flee on foot, and was taken into custody without further incident. Rollins was found to be in possession of 9.55 grams of crack cocaine, and 6.21 grams of marijuana.
Rollins has been charged with the following offenses:
- Possession of a Controlled Substance with the Intent to Deliver – Two Counts
- Possession of a Controlled Substance in Tier 1 Quantity
- Resisting Arrest
He was arraigned in the New Castle County Court of Common Pleas and was committed to the Howard R. Young Correctional Institution on $14,000 cash-only bail.
