Deputies Respond to Call in Phelan and Arrest One Person for Stolen Vehicle; Second Suspect Arrested for Warrants

WARRANTS
LOCATION: Sheep Creek Road/ Sunset Road, Phelan
SUSPECT #1: Melissa Powell, 42 years of age, resident of Palmdale
SUSPECT #2: Armando Garcia, 39 years of age, resident of Los Angeles
SUSPECT #3: Hispanic Male Adult, approximately 30 years of age, with a bald head. He was last seen wearing a black t-shirt, and tan cargo shorts.
SUMMARY:
On Tuesday, September 24, 2024, at 8:41am, Deputy J. Ballinger responded to the report of a person passed out in a blue Chevrolet Tahoe near Sheep Creak Road and Sunset Road in Phelan.
As Deputy Ballinger arrived, a Hispanic male fled from the vehicle on foot. He is described as a male adult, approximately 30 years of age, with a bald head. He was last seen wearing a black t-shirt, and tan cargo shorts. Melissa Powell was located inside the vehicle. The vehicle had no license plates displayed and was found to be stolen out of Phelan on September 21, 2024.
Melissa Powell was arrested without incident for possession of stolen property. Armando Garcia who was located nearby was arrested for outstanding warrants. Deputies are still working on identifying the male suspect who fled.
