Arrest Made in August 2024 Fatal Hit and Run Investigation
 
The Oakland Police Department (OPD) has arrested Agusto Matias in connection with the fatal hit and run of a 17-year-old, which occurred on August 19, 2024, in the 7200 block of International Boulevard.
 
The Alameda County District Attorney's (DA) Office has filed charges against Matias for his involvement in the crime.
 
BACKGROUND:
The Oakland Police Department (OPD) is investigating a vehicle collision that occurred on August 19, 2024, in the 7200 block of International Boulevard, just after 6:30 PM. When officers arrived, they located a vehicle collision scene involving two pedestrians. Paramedic personnel responded to the scene to assist. Unfortunately, one pedestrian, a 17-year-old, Oakland resident was pronounced deceased at the scene. The second pedestrian, an adult Oakland resident, was transported to an area hospital in stable condition. 
 
Further investigation revealed that the driver was traveling Eastbound in the 7200 block of International Boulevard at a high rate of speed and struck the two pedestrians within a marked crosswalk. The driver fled the scene after the collision but was involved in a second multi vehicle collision in the 8400 block of International Boulevard before being taken into custody. Thanks to the assistance of local residents and motorists, officers assigned to OPD's Traffic Section took the driver into custody. 
 
It appears alcohol may have been a factor in this collision. 
 
INVESTIGATION:
During the investigation, Matias was determined to be the driver. A Drug Recognition Expert (DRE) evaluated Matias and suspected he was intoxicated. Matias was booked at Santa Rita Jail on August 19, 2024, and was in custody for 4 days. An authorized warrant allowed officers to collect Matias’ blood which was sent for analysis. OPD Traffic investigators requested the analysis to be expedited since the process traditionally takes 10-14 days to return with results.
 
Investigators could not submit the full report to the DA's office prior to having the blood results. A premature submission would not allow for a complete and thorough case against Matias. Submitting the proper charges with the correct enhancements would need to be done after having the supported evidence of DUI from the blood draw results. On September 3, 2024, the blood results were processed, collected, and the complete investigation was sent to the DA's office for charging.
 
A warrant was issued for Matias' arrest. OPD and the US Marshals made several attempts to locate and arrest Matias. On September 26, 2024, Matias surrendered to OPD and was booked at Santa Rita Jail. The victim's family were notified of the arrest.
