Wilmington Police arrest man on drug charges: 
Wilmington Police have arrested a man on drug charges.
On October 24, at approximately 1:44 p.m., members of the Drug, Organized Crime, and Vice Division were in the 400 block of North Monroe Street when they observed a male subject engaged in drug-related activity. Police made contact with 45-year-old Layton Mangrum, who was taken into custody without incident. Police recovered 2.09 grams of crack cocaine, 60 ml of promethazine, 15 Oxycodone pills, and 11.68 grams of marijuana.
Mangrum has been charged with the following offenses:
- Possession of a Controlled Substance with the Intent to Deliver
- Endangering the Welfare of a Child
