On 10/24/2024, at approximately 6:22 AM, a deputy from the Thousand Oaks Police Department was involved in a deputy-involved shooting incident in the Ventu Park Shopping Center, located along the 500 block of Ventu Park Road in the city of Thousand Oaks. The suspect has been identified as 50-year-old Joseph Emans. Immediately after the deputy involved shooting, deputies rendered medical aid to Emans until they were relieved by medical personnel from the American Medical Response (AMR). Emans was transported to a local hospital for further treatment. On 11/04/2024, detectives from the Sheriff’s Major Crimes Bureau obtained an arrest warrant for Emans for violations of PC 451(d) – Arson, PC 594(b)(1) – Vandalism, PC 245(a)(1) – Assault with A Deadly Weapon, PC 215(a) – Carjacking, PC 664/215 – Attempted Carjacking, PC 245(a)(4) – Assault with a Deadly Weapon Likely to Produce Great Bodily Harm, PC 245(c) – Assault with a Deadly Weapon on a Peace Officer, PC 417(a)(1) – Exhibition of a Deadly Weapon, and PC 148(a)(1) – Delay, Resist, Obstruct a Peace Officer. On 11/06/2024, after Emans was medically cleared and was being discharged from the local hospital, detectives contacted Emans at the hospital and arrested him for the aforementioned arrest warrant. Emans was booked into the Pre-Trial Detention Facility in Ventura. Emans’ bail is currently set at $500,000.00 and his arraignment is scheduled for Friday, November 8th, at 1:30 PM in the Ventura County Superior Court. On 11/07/2024, the case was presented to the Ventura County District Attorney’s Office for filing considerations. The Sheriff’s Office prioritizes transparency and public safety.
