Stage 3, the highest level of restrictions, means lighting any open fires is not allowed unless they are contained in an elevated stove or barbecue grill using only propane, natural gas or electricity. Absolutely NO charcoal grills, tiki torches and other types of devices that can’t immediately be turned off may be used because of their high risk of setting off a brush fire or larger wildfire.
